In its latest release, the December 2023 Nigeria Security Report, Beacon Consulting Ltd, a leading
enterprise security risk management and intelligence firm analysed security developments across
the 36 states and the Federal Capital Territory (FCT), Abuja. This premium security report covers the
periods December 01 -31, 2023, Quarter 4 (October 01 - December 31, 2023, and January 01 -December 31, 2023, comprising the trend analysis, situational analysis, national and international political, social and economic developments as well as geopolitical issues that impacted security
across Nigeria.
Included in the report are FCT Abuja, Lagos and Regional Security Trend Analysis plus advisories

emerging and existing security challenges.

The report highlights a surge in violent criminality mainly by Non-State Armed Groups (NSAGs) and
security-triggered events as a result of socio-political developments. Other notable developments
covered in the report include an update on violent clashes between security agencies and
departments and bombing mishaps and the military’s commitment to transparency and accountability in the wake of recent security incidents. Others are the National Security Adviser's
calls for synergy and collective effort to achieve enhanced security and geopolitical developments
such as the coup d’etat in Niger Republic, the Russian invasion of Ukraine and the Israel-Hamas
conflict and their impact on security in Nigeria.
The analysis of the Beacon security incident dataset in December 2023 revealed an overall
decrease in security incidents (649) representing a 10.36% decrease compared to November 2023.
The rate of fatalities experienced a 32.98% decrease, as we recorded 882 cases compared with
November 2023. However, our report shows a surge in abduction cases resulting in an 11.85%
increase in abduction compared with the November report. A total of 519 persons were abducted
across 229 local government areas in 36 states and the Federal Capital Territory, Abuja.
Commenting on the report, the managing director of Beacon Consulting Limited, Dr. Kabir Adamu
drew attention to the relevance of using data to track security developments as a tool for security
management and investing in improving the intelligence cycle. In his comments on the evolving
trend of violent criminality, he advocated for an improvement of the criminal justice system
including a reinvigoration of the traditional justice system and restorative justice in addition to
other recommendations.
He challenged the security agencies to ensure compliance with the existing national security
framework and to enhance cooperation, collaboration and coordination if they are to meet the
imperatives of the President Bola Ahmed Tinubu administration as contained in the presidential
priorities.
Dr. Adamu called on the National Assembly to adopt a performance measurement mechanism
similar to what the Presidency launched with the cabinet when he signed a performance bond with
them and the permanent secretaries in November 2023.
To do this, he advocated for the legislature
to adopt a result-based framework using metrics, backed by an effective M&E framework, in its
oversight functions that will ensure its ability in the implementation of the budget across all
sectors will greatly support removing the drivers and root causes of insecurity in the country. Dr.
